Central Coast Smart City Roadmap: What's Next After Pilot Programs
As San Jose and neighboring cities wrap initial smart-city tests, officials and developers eye the next wave of products-from adaptive traffic lights to integrated data platforms.

The Central Coast’s smart city experiments are moving from proof-of-concept to deployment. San Jose’s Smart City Initiative, launched in 2023 with a focus on digital infrastructure, has completed four pilot programs covering air-quality sensors, pedestrian safety beacons, adaptive traffic signals and a centralized data dashboard. What comes next is a more coordinated push: a regional smart-city roadmap that could link systems across multiple jurisdictions.
From Pilots to Platform
The city’s Office of Technology and Innovation plans to release a draft “Connected Corridors” plan by October, according to San Jose city council documents reviewed by The Daily Central Coast. The plan would tie together data from traffic sensors, parking meters and public Wi-Fi nodes along key arterials like Stevens Creek Boulevard and the Alameda. The pilot projects were funded partly by a $4.8 million Smart City Challenge grant from the U.S. Department of Transportation awarded in 2022.
Adaptive traffic signals were tested on a 1.5-mile stretch of Capitol Expressway last year. Transit officials told the city’s transportation committee in March that the system cut average commuter delays by 12% during peak hours. The roadmap envisions expanding that technology to at least six other corridors by 2028, pending approval of a $12 million spending package that goes before the city council in August.
Privacy Concerns and Competitive Pressures
Not everyone is sold on the rapid rollout. The Santa Clara County chapter of the ACLU sent a letter to the city in June urging a moratorium on any new surveillance-related devices-including cameras embedded in streetlights-until a formal privacy impact assessment is completed. The city’s privacy office, created in 2024, has so far reviewed only two of the 15 devices deployed across pilot zones.
Meanwhile, the private sector is circling. Local startup Urban Lens, based in the downtown San Jose Technology Park, secured $9 million in Series A funding announced in April for a real-time data integration platform designed specifically for midsize cities. The company’s chief product officer told the San Jose Mercury News the platform could feed data from disparate sensors into a single command center dashboard-exactly the kind of system the city's roadmap envisions.
Uber has also been lobbying state legislators this year to allow more aggressive autonomous-vehicle testing on public roads, a move that could influence which smart-city infrastructure gets prioritized. Both Santa Clara County and the city of Mountain View have already installed dedicated short-range communication (DSRC) radios along Castro Street and El Camino Real for autonomous vehicle test beds.
What Happens Next
Residents and business owners can expect to see construction notices as early as this fall for installation of new sensor poles and fiber-optic cable along the planned Connected Corridors. The city will hold public workshops in September and October in each of the four pilot zones: downtown, the Tech Park, Willow Glen and East San Jose. Input from those meetings will shape the final roadmap, which the council is scheduled to vote on in December.
The ACLU letter suggests the privacy debate is far from settled. But for now, San Jose is betting that integrated, data-driven infrastructure is the only way to manage a population projected to exceed 1.3 million by 2030. The next 18 months will determine whether that bet pays off-or whether the vision fractures under the weight of competing interests and unanswered questions about surveillance.
